Pre-defining a railway infrastructure manager, that is needed to refer from within the railML data set. via code it can be linked to the codelist infrastructureManagers.xml, where numerous infrastructure managers are listed.

    This defines the language used for name and description. Use <additionalName> to provide a name and/or description in other languages.
